 {"id":13279,"date":"2021-01-28T00:13:09","date_gmt":"2021-01-28T03:13:09","guid":{"rendered":"https:\/\/www.glaciareschilenos.org\/?p=13279"},"modified":"2023-10-25T22:39:54","modified_gmt":"2023-10-26T02:39:54","slug":"alto-maipo-project-chronology-of-13-years-of-environmental-destruction","status":"publish","type":"post","link":"https:\/\/www.glaciareschilenos.org\/en\/report\/alto-maipo-project-chronology-of-13-years-of-environmental-destruction\/","title":{"rendered":"Alto Maipo Project: chronology of 13 years of environmental destruction"},"content":{"rendered":"<p style=\"font-weight: 400;\"><em>Alto Maipo<\/em> is a large hydroelectric project owned by the American company AES Gener S.A., and it\u2019s located in the southeast of the city of <em>Santiago<\/em>, in <em>San Jos\u00e9 de Maipo<\/em> commune, in the upper basin of the <em>Maipo<\/em> river.<\/p>\n<p style=\"font-weight: 400;\">The purpose of the project is to produce electricity through the construction and operation of two run-of-river hydropower plants, the <em>Alfalfal II<\/em> and <em>Las Lajas<\/em> power plants, which together will produce a maximum power of 531 MW and deliver the energy to the <em>Sistema Interconectado Central<\/em> (SIC) [Interconnected Central System]. This would be done by using the water from the upper area of the <em>Volc\u00e1n<\/em> river, the <em>Yeso<\/em> river, the intermediate basin of the <em>Colorado<\/em> river, and the turbinated water of the <em>Alfalfal<\/em> power plant.<\/p>\n<p style=\"font-weight: 400;\">The foreign megaproject has been trying to establish in Chile since 2007 with fierce opposition of the inhabitants of the <em>Metropolitana<\/em> region and the entire country, as it\u2019s a business initiative that hasn&#8217;t been exempt from a series of events that have damaged and marked a before and an after in the history of the <em>Maipo<\/em> river.<\/p>\n<div id=\"attachment_9186\" style=\"width: 1290px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-9186\" class=\"wp-image-9186 size-full\" src=\"https:\/\/glaciareschilenoss3.s3.us-west-1.amazonaws.com\/wp-content\/uploads\/2021\/01\/29122256\/photo4945464093712689354.jpg\" alt=\"\" width=\"1280\" height=\"669\" \/><p id=\"caption-attachment-9186\" class=\"wp-caption-text\"><span lang=\"EN-US\">Part of the construction of the Austrian construction company Strabag, near the <em>Yeso<\/em> reservoir <\/span> \/ \u00a9 Paulina Jimenez.<\/p><\/div>\n<p>&nbsp;<\/p>\n<p style=\"font-weight: 400;\">This report will let the readers know about the extensive history of the <em>Alto Maipo<\/em> hydroelectric project of more than 13 years to the present; taking into consideration the most relevant milestones shown in chronological order for a better understanding.<\/p>\n<ul>\n<li><b>2007:\u00a0<\/b><\/li>\n<\/ul>\n<ul>\n<li>June: Mr. Derek Edward Martin, representing AES S.A., submits the first <em>Estudio de Impacto Ambiental<\/em> (EIA) [Environmental Impact Study] of the <em>Proyecto Hidroel\u00e9ctrico Alto Maipo <\/em>(PHAM)<em> [Alto Maipo<\/em> hydroelectric project] to the <em>Sistema de Evaluaci\u00f3n de Impacto Ambienta<\/em>l (SEIA) [Environmental Impact Assessment System], which is accepted for processing.<\/li>\n<li style=\"font-weight: 400;\">October: AES Gener sends a letter to the SEIA to cease the project\u2019s evaluation, which is approved by the SEIA the same day.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li><b>2008:\u00a0<\/b><\/li>\n<\/ul>\n<ul>\n<li>May: AES Gener requests to remove the PHAM from SEIA, which is approved the same day. The <em>Sociedad Alto Maipo SpA<\/em> introduces a new <em>Estudio de Impacto Ambiental<\/em> for the PHAM Exp. N\u00b0 105.<\/li>\n<li>June: SEIA sends the EIA of the PHAM to the <em>San Jos\u00e9 de Maipo<\/em> city hall to allow the citizens to make relevant questions and comments.<\/li>\n<\/ul>\n<p><b><\/b><br \/>\n<b><\/b><\/p>\n<ul>\n<li><b>2009:<\/b><\/li>\n<\/ul>\n<ul>\n<li>March 30: The <em>Comisi\u00f3n de Medioambiente<\/em> [Environmental Commission] of the <em>Metropolitana<\/em> region approves the <em>Estudio de Impacto Ambiental<\/em> from the PHAM <em>(EX. RES. N\u00b0256-2009)<\/em>.<\/li>\n<li>December: The <em>Comisi\u00f3n de Recursos Natualares <\/em>[Natural Resources Commission] of the Deputies Chamber concludes that the PHAM shouldn\u2019t have been approved by the <em>Comisi\u00f3n Regional del Medio Ambiente <\/em>(COREMA) [Regional Metropolitan Environmental Commission] of the <em>Metropolitana<\/em> region under the conditions it was presented because of the several irregularities in the project itself. They point out that the PHAM could impact the safety and quality of the drinking water supply of <em>Santiago<\/em>, the sedimentology of the natural resources of the area, the irreversibly deterioration of Maipo river basin, the destruction of the <em>Volc\u00e1n<\/em>, <em>Yeso<\/em>, and <em>Colorado<\/em> sub-basins and affect the <em>El Morado <\/em>National Monument.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li><b>2011:\u00a0<\/b><\/li>\n<\/ul>\n<ul>\n<li>June 6: A secret agreement is signed between AES Gener and <em>Aguas Andinas<\/em> (AA) [water supply and sanitation Chilean company] in which the use of water for human consumption is promised to generate electricity for 40 years, thus disposing of 70\u00a0% of the <em>Metropolitana<\/em> region\u2019s drinking water. In compensation for the AA\u2019s duties, a monthly payment is established by the hydroelectric company to the sanitation company to use water rights from the basin of <em>Negra<\/em> lake, <em>Lo Enca\u00f1ado<\/em> lake, and <em>El Yeso<\/em> reservoir, which supplies the <em>Maipo<\/em> river basin. In the agreement, AES Gener is obliged to conduct the collected water through the tunnel system considered in the PHAM and return it through the same flow to the <em>Maipo<\/em> river in front of the <em>Las Lajas<\/em> substation, upstream of the <em>Aguas Andinas<\/em> independent water inlet or, eventually, in the <em>Colorado<\/em> river in <em>El Alfalfal.<\/em><\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">It should be noted that the water that AA is pledged to deliver to AES Gener (a flow of 2.5 m3\/sec of water) that comes from <em>Negra<\/em> and <em>Lo Enca\u00f1ado<\/em> lake is exceptionally pure, clean, and crystalline, which represent the most valuable water resource of the AA concession, and even more, of the entire basin of the <em>Maipo<\/em> river.<\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li><b>2012:<\/b><\/li>\n<\/ul>\n<ul>\n<li>February: AES Gener begins the construction of the deforestation works of the PHAM.<\/li>\n<li>August: AES Gener closes contracts of building works for the PHAM.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">The tenders favored Voith Hydro, which provides the supply, assambly, and generation equipment of the project; Strabag, which executes all the civil and underground works that are developed in the <em>Colorado<\/em> river valley; and Hochtief\/CMC, which does the same but in the <em>Yeso<\/em> and <em>Volc\u00e1n<\/em> river valleys.<\/p>\n<p style=\"font-weight: 400;\">\u00a0The<em> Coordinadora<\/em> <em>No Alto Maipo<\/em> calls for a multicultural march against the PHAM.<\/p>\n<ul>\n<li>November: The Austrian construction group Strabag, based in Vienna, was awarded a first partial contract for the construction of the hydroelectric power plant.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li><b>2013:<\/b><\/li>\n<\/ul>\n<ul>\n<li>January 28: A unanimous decision of the fifth chamber of the Court of Appeals of Santiago allows the community to partially access the contract signed in 2011 between AES Gener and AA, as its content is public interest. Initially, access to the information regarding the contract was denied by the <em>Superintendencia de Servicios Sanitarios<\/em> [Sanitary Services Superintendency]. This case was received by the <em>Consejo para la Transparencia<\/em>[Council for Transparency], which also denied access, and then the case went to the Court of Appeals.<\/li>\n<li>March: A series of civil organizations call for a national march to protect the water due to the water shutoffs that occurred in January and February of that year.<\/li>\n<li>June: The <em>Coordinadora Ciudadana No Alto Maipo<\/em>, along with senators and city councilors, requested the <em>Superintendencia del Medioambiente<\/em> (SMA) [Environmental Superintendency] to suspend the <em>Resoluci\u00f3n de Calificaci\u00f3n Ambiental<\/em> [Environmental Assessment Resolution] N\u00b0256\/2009 of the project <em>(RCA N\u00b0256\/2009)<\/em>.<\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">July:<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/li>\n<\/ul>\n<ol>\n<li style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">Antofagasta Minerals (Luksic) incorporates into the partnership that develops PHAM. Two contracts regarding electricity were signed in which 40\u00a0% of the project goes to the Luksic family, and 60\u00a0% goes to AES Gener. Under the condition that for 20 years all the energy generated goes to the <em>Los<\/em> <em>Pelambres <\/em>mine based in the <em>Choapa<\/em> valley, fourth region.<\/p>\n<\/li>\n<li style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">SEIA fines AES approximately CLP 40,000,000 for using other people\u2019s water rights, cutting down endangered species by law, and performing unapproved works by the RCA N\u00b0256\/2009.<\/p>\n<\/li>\n<\/ol>\n<ul>\n<li>August: Around 5,000 individuals come together at <em>La Obra<\/em> park, located at the entrance of the <em>Caj\u00f3n del Maipo <\/em>commune, in protest of the construction of the PHAM.<\/li>\n<li>November: The video <em>\u201cVoces por los r\u00edos libres &#8211; No Alto Maipo\u201d<\/em> [Voices for free rivers \u2013 No <em>Alto Maipo<\/em>] is spread, with the participation of actors, social leaders, and activists, who call on citizens to oppose the PHAM.<\/li>\n<li>December: The construction of the PHAM begins.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<div id=\"attachment_9185\" style=\"width: 2570px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-9185\" class=\"wp-image-9185 size-full\" src=\"https:\/\/glaciareschilenoss3.s3.us-west-1.amazonaws.com\/wp-content\/uploads\/2021\/01\/29121735\/2017_Valle-engorda-scaled.jpg\" alt=\"\" width=\"2560\" height=\"1707\" \/><p id=\"caption-attachment-9185\" class=\"wp-caption-text\"><em>Alto Maipo<\/em> tunnels, <em>Valle Engorda<\/em>, <em>Maipo<\/em> river basin \/ \u00a9 Hans Fern\u00e1ndez.<\/p><\/div>\n<p>&nbsp;<\/p>\n<ul>\n<li><b>2014:<\/b><\/li>\n<li>February: The <em>Coordinadora Ciudadana<\/em> <em>R\u00edos del Maipo<\/em> files a petition for annulment against The <em>Direcci\u00f3n General de Aguas<\/em> (DGA) [General Water Authority] to the Court of Appeals for the permissions given by the institution to AES Gener related to <em>Alto Maipo<\/em>.<\/li>\n<li>June: Remains of an indigenous cemetery are found in the <em>Los Maitenes<\/em> sector in the excavation works of a tunnel for the PHAM. Such remains belong to the prehispanic culture of the <em>Chiquillanes<\/em>.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li><b>2015:<\/b><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\">\n<div><span lang=\"EN-US\">September:<\/span><\/div>\n<\/li>\n<\/ul>\n<ol>\n<li style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">The maximum levels allowed of the parameters of aluminum, manganese, and suspended solids are exceeded by the industrial liquid waste treatment plant, VL7-VL8, of the PHAM.<\/p>\n<\/li>\n<li style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">The <em>Coordinadora<\/em> <em>No Alto Maipo<\/em> starts an international campaign to stop the construction of PHAM, represented by Juan Pablo Orrego, Director of the NGO <em>Ecosistemas<\/em>, with a delegation to appear before the Inter-American Development Bank and others who financed the project, in Washington D.C.<\/p>\n<\/li>\n<\/ol>\n<ul>\n<li>December 5: The large family march <em>No alto Maipo<\/em> is done peacefully in <em>Santiago<\/em>, attended by over 30,000 individuals.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li><b>2016:<\/b><\/li>\n<\/ul>\n<ul>\n<li>\n<div><span lang=\"EN-US\">January<\/span>:<\/div>\n<\/li>\n<\/ul>\n<ul>\n<li>\n<p style=\"font-weight: 400;\">The wastewater discharges out of authorized season triggered the SMA to decree temporary measures. <em>Charge N\u00b0 13 of the penalizing procedure.<\/em><\/p>\n<\/li>\n<\/ul>\n<ol>\n<li style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">The <em>Red Metropolitana No Alto <\/em><em>Maipo<\/em> presents two new complaints before the SMA to stop or revoke the construction permits for the project.<\/p>\n<\/li>\n<li style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">The toxicological team of the <em>Colegio M\u00e9dico<\/em> [Medical Association of Chile] and Dr. Andrei Tchernitchinda made public the study <em>\u201cInforme aguas del Caj\u00f3n del Maipo <\/em>y<em> Alto Maipo\u00a0<\/em>\u2013\u00a0<em>muestras CMA<\/em>\u201d [Report on waters of <em>Caj\u00f3n del Maipo<\/em> and <em>Alto Maipo<\/em> \u2013 MCA samples] which reported high concentrations of toxic elements in the water near the tunnel excavation works that belong to PHAM.<\/p>\n<\/li>\n<\/ol>\n<ul>\n<li>February: The Comptroller General Office ordered to check the legality of the agreement between <em>Aguas Andinas<\/em>and AES Gener.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li>May 12: The Court of Appeals of <em>San Miguel <\/em>accepts protection measures against <em>Alto Maipo SpA<\/em> and the <em>Comisi\u00f3n de Evaluaci\u00f3n Ambiental<\/em> [Environmental Assessment Commission] of the <em>Metropolitana.<\/em><\/li>\n<li>June 28: <em>Alto Maipo<\/em> evacuated the workers\u2019 camp in <em>Aucayes<\/em> due to the risk of landslide and mountain collapse.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li>July: A complaint is filed by CONAF [National Forest Corporation] against an illegal quarry named \u201c<em>Predio Piedras Coloradas<\/em>\u201d before the Local Police Court. From this quarry, closed for operating without a municipal license, <em>Alto Maipo SpA<\/em> obtained a big part of the necessary rock fill for their construction sites. The extraction of such material caused the loss of a large part of a small population of cypresses of the mountain range and other Andean trees.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li><b>2017:<\/b><\/li>\n<\/ul>\n<ul>\n<li>January 19: Having a 40\u00a0% progress of the project,<em> the Los Pelambres<\/em> mine owned by the Luksic group was no longer a minority partner. The reasons were cost overrun, energy rate changes, and problems with the owner AES Gener.<\/li>\n<li>January 20: SMA opens a punitive administrative proceeding against <em>Alto Maipo Spa<\/em>, filing 14 charges for breaching obligations stated in the RCA N\u00b0256\/2009. Nine charges were classified as serious, according to Article 36 N\u00b02 letter e) and N\u00b03 of the LOSMA [Organic Law of the Environmental Superintendency] (EX. RES. N\u00b01\/ROL D-001-2017).<\/li>\n<li>February 16: The company presented its compliance program before the SMA, which was subject to many comments by the supervisory body.<\/li>\n<li>July 6: <em>Alto Maipo SpA<\/em> presented a consolidated, coordinated, and systematized compliance program, which also was subject to many comments by the SMA.<\/li>\n<li>August 21: There was an emergency because of water infiltrations in the section of the tunnel L1 of <em>Las Lajas<\/em>, located in the hydrogeological sector of <em>El Manzano<\/em>. The infiltration flow in this tunnel is considerably higher than its natural recharge capacity, which exceeds 26 l\/s, with peaks of 70 l\/s, being almost 3 times its natural recharge process, producing a meaningful environmental impact. Information contained in EX. RES. N\u00b0528 of the DGA of the <em>Metropolitana<\/em> region from April 10, 2018.<\/li>\n<li>November 23: The city councilor Maite Birke filed a complaint against <em>Alto Maipo<\/em> due to wastewater discharges out of authorized season onto <em>Maipo<\/em> river (RCA N\u00b0256\/2009) that took place on August 21.<\/li>\n<li>December 13: The complaint is filed again before the DGA.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<div id=\"attachment_9184\" style=\"width: 677px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-9184\" class=\"wp-image-9184\" src=\"https:\/\/glaciareschilenoss3.s3.us-west-1.amazonaws.com\/wp-content\/uploads\/2021\/01\/29113621\/Tunel_Alto-Maipo.png\" alt=\"\" width=\"667\" height=\"667\" \/><p id=\"caption-attachment-9184\" class=\"wp-caption-text\"><em>Alto Maipo<\/em> tunnel route, in the <em>San Jos\u00e9 de Maipo<\/em> basin.<\/p><\/div>\n<ul>\n<li><b>2018:\u00a0<\/b><\/li>\n<\/ul>\n<ul>\n<li>January 6: <em>Alto Maipo SpA<\/em> presents a third version of its consolidated, coordinated, and systematized compliance program.<\/li>\n<li style=\"font-weight: 400;\">\n<div><span lang=\"EN-US\">January 8: SMA\u2019s inspector officers visit <i>Las Lajas 1<\/i> and confirm that the emerging water volume was higher than the aquifer natural recharge, which was stated in the Exempt Resolution of the DGA N\u00b0528.<\/span><\/div>\n<\/li>\n<li>March 26: <em>Alto Maipo SpA<\/em> gives SMA a fourth version of the consolidated, coordinated, and systematized compliance program and its annexes.<\/li>\n<li>April 6: SMA approves the Compliance Program of <em>Alto Maipo<\/em>, which is an option given by the supervisor to the owners to amend their irregularities, but it implies the suspension of the sanctioning process (EX. RES. N\u00b029-2018\/ ROL D-001-2017).<\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">3<\/span><\/li>\n<li>May 3: The city councilor Maite Birke filed before the <em>Segundo Tribunal Ambiental<\/em> [Second Environmental Court] of <em>Santiago<\/em> a claim action against the SMA, looking for the specialized judiciary to declare the resolution that has approved the compliance program of <em>Alto Maipo<\/em> as illegal and to reject that plan. The case was admitted with the role R-183-2018, and then two cases were added, R-184-2018 (filed by the <em>Coordinador Ciudadano<\/em> <em>No Alto Maipo<\/em>) and R-185-2018 (filed by <em>Red Metropolitana<\/em> <em>No Alto Maipo<\/em>).<\/li>\n<li style=\"font-weight: 400;\">August: <em>Alto Maipo<\/em> receives the Environmental Prize \u201cEnergy Globe\u201d in Austria for contributing to the construction design and the executed employability policy.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li><b>2019:<\/b><\/li>\n<\/ul>\n<ul>\n<li>January: The <em>Segundo Tribunal Ambiental<\/em> orders <em>Alto Maipo<\/em> to ask the <em>Servicio de Evaluaci\u00f3n Ambiental<\/em> (SEA) [Environmental Assessment Service] for the revision of the RCA N\u00b0256\/2009, which is an innovative interim equitable relief that seeks to clarify whether there is any meaningful change in the variables evaluated in the environmental impact study of the project. This was decreed after analyzing and rejecting the request of the city councilor of <em>San Jos\u00e9 de Maipo<\/em>, Maite Birke, to stop the construction\u2019s works.<\/li>\n<li>November: <em>Alto Maipo<\/em> achieves 82\u00a0% of the construction progress with 59 kilometers of excavated tunnels and only 6.5 kilometers left to excavate.<\/li>\n<li>December: The <em>Coordinadora Ciudadana No Alto Maipo<\/em> and <em>Chile Sustentable<\/em> file a civil nullity complaint for the agreement entered into with an illegal purpose by the company AES Gener and AA in 2011.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li><b>2020:<\/b><\/li>\n<\/ul>\n<ul>\n<li>June 25: The <em>Segundo Tribunal Ambiental<\/em> conducts the hearing, with lawyers \u00c1lvaro Toro on behalf of Mar\u00eda Mart\u00ednez and others, Alejandra Donoso on behalf of Maite Birke, Macarena Soler on behalf of Marcela Mella (<em>Coordinadora Ciudadana<\/em> <em>No Alto Maipo<\/em>), Benjamin Muhr on behalf of SMA, and Mario Galindo on behalf of <em>Alto Maipo SpA<\/em>.<\/li>\n<\/ul>\n<ul>\n<li>August: <em>Alto Maipo<\/em> achieves 90\u00a0% of the construction progress and only 3.4 kilometers of <em>Las Lajas<\/em> discharge tunnel excavation are left.<\/li>\n<li>October 7: More than 70 civil society organizations, both national and international, send a letter to AA to finish the agreement entered with AES Gener for endangering the water of <em>Santiago<\/em>.<\/li>\n<li>October 16: The <em>Segundo Tribunal Ambiental<\/em> conducted a personal inspection at the area where the PHAM takes place under the judicial claim R-183-2018. The procedure is carried out by the Ministers Cristian Delpiano Lira (President of the Court), Alejandro Ruiz Fabres, and the relator Ricardo P\u00e9rez Guzm\u00e1n, who served as certifying officer. The evidentiary procedure is performed with the entrance of the Ministers to the tunnel and the other facilities and premises of the <em>Las Lajas<\/em> L1 sector.<\/li>\n<li>October 23: The Court resumed the personal inspection with the presence of the President of the Court, Cristian Delpiano Lira, who visited the <em>El Yeso<\/em> water inlet, the discharge of the emerged waters of the denominated area V5, <em>Las Vegas<\/em> EY1, and the tunnel located on the V1 sector, finishing the evidentiary procedure.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<div id=\"attachment_9183\" style=\"width: 1090px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-9183\" class=\"wp-image-9183 size-full\" src=\"https:\/\/glaciareschilenoss3.s3.us-west-1.amazonaws.com\/wp-content\/uploads\/2021\/01\/29104855\/LINEA-DE-TIEMPO_ALTO-MAIPO.png\" alt=\"\" width=\"1080\" height=\"2973\" \/><p id=\"caption-attachment-9183\" class=\"wp-caption-text\">&#8220;The Alto Maipo hydroelectric project will produce desertification of the aforementioned area, speeding up the melting of glaciers and snow and impacting natural areas and national monuments.&#8221; Nicol\u00e1s Leblanc, Lawyer of the Fundaci\u00f3n Glaciares Chilenos.<\/p><\/div>\n<p>&nbsp;<\/p>\n<p style=\"font-weight: 400;\">The <em>Maipo<\/em> river is the primary drinking water supplier of the <em>Metropolitana<\/em> region, providing water resources to the entire <em>Maipo<\/em> valley and contributing exponentially to the local economy.<\/p>\n<div><span lang=\"EN-US\">Nowadays, the central area of Chile is facing a shortage of water because of climate variability, the decrease in rainfall, the increase in temperatures, and the decrease of the <i>Maipo<\/i>\u2019s flow.<\/span><\/div>\n<p style=\"font-weight: 400;\">The above has not been responsibly considered by the PHAM, which has presented irregularities in its EIA from the beginning and has caused the creation of an Investigation Commission in the Chamber of Deputies that notifies the anomalies of the project.<\/p>\n<p style=\"font-weight: 400;\">The PHAM directly infringes on the safety of the drinking water reserves and threatens the continuity of water flow for the irrigation systems of more than 120,000 hectares of the <em>Maipo<\/em> valley.<\/p>\n<p style=\"font-weight: 400;\">From a touristic point of view, the PHAM also creates uncertainty in that area since it degrades an important recreation area for the <em>Metropolitana<\/em> region that receives over 2,000,000 tourists annually, which critically threatens the source of work in this field.<\/p>\n<p style=\"font-weight: 400;\">The 70 km private tunnel, owned by AES Gener, intercepts underground aquifers, and it also drains and alters the course of the flowing water, which causes the drying of slopes and estuaries<span style=\"font-weight: 400;\">.<\/span><\/p>\n<p style=\"font-weight: 400;\">The PHAM will produce the desertification of the area mentioned before, speeding up the melting of glaciers and snow and impacting natural areas and national monuments.<\/p>\n<p style=\"font-weight: 400;\">This is a poorly designed project with unforeseen or evaluated impacts by the environmental institution, which is an accomplice of the conflict. They have created an atmosphere of great opposition, including water channel owners associations, federations, citizen assemblies, and other social organizations.<\/p>\n<p style=\"font-weight: 400;\">Seventy civil society organizations encouraged <em>Aguas Andinas<\/em> to conduct the termination clause of the agreement with AES Gener since the sanitary company is entitled to do so, as <em>Alto Maipo<\/em> once again presented a delay in its entry of operation until the end of 2021. The sanitary company finished the agreement in 2019 but signed an extension with AES Gener for USD\u00a010 million, which maintains the agreement valid.<\/p>\n<p style=\"font-weight: 400;\">In addition, dozens of complaints have been piling up in the <em>Subsecretar\u00eda del Medioambiente<\/em> [Undersecretary of Environment] that have not been successfully resolved, which causes a long list of unfulfillments and inconsistencies.<\/p>\n<p style=\"font-weight: 400;\">The battle on the part of the citizens has extended for over a decade now. The resistance to the project has been notorious. Undoubtedly, 2021 will be decisive for the future of the project in our country.
